Special Conditions:

Position is not a Testing Designated Position within the definition of the CSKT Drug Free Workplace Policy effective January 1, 1998. The successful applicant, if not already employed by the Tribes must pass a pre-hire drug test and serve a mandatory six (6) month probationary period.

The Behavioral Health Division Director executes all aspects of the division, and is responsible for the overall effectiveness of the services, team, and program(s). The Behavioral Health Division Director executes in a manner that reflects the stewardship of Tribal Health, department resources, and that achieves performance goals. This position maximizes all external relationships with the community served, internal relationships with supervisors, peers, and subordinates, as well as other external partners, officials, etc. The Behavioral Health Division Director possesses extensive experience as licensed clinician, working with mental illness and substance use disorders. This position has full clinical responsibility for assigned clinicians and ensures compliance and quality with initial assessments and evaluations for targeted populations of Tribal Health, with a specific emphasis on individuals experiencing severe and persistent mental illness and/or substance abuse problems. This position requires senior level clinical decision making, assessment, diagnosis, and treatment planning technical experience. The Behavioral Health Division Director possesses a comprehensive knowledge of personnel management, mental health and substance use symptom interference, therapeutic modalities, trauma-informed care, integrative behavioral health practices, culturally and linguistically competent healthcare, ethical standards, confidentiality, self-care, and compassion fatigue principles.  

Duties and Responsibilities:

Leadership and Direction

  • Develops and implements Tribal Health operational objectives based on the strategic plan with input from the Department Head that addresses annual budget, staffing, resource allocation, development and quality improvement, and partnerships.
  • Establishes performance goals based on Tribal Health operational objectives and tracks/reports progress completion.
  • Provides guidance to help Tribal Health fulfill service responsibilities as well as supports policy, financial, and performance recommendations obtained through evaluation.
  • Executes the directives of Tribal Health to include administrative meetings, clinical staff meetings, clinical consultation, individual supervision, etc.
  • Represents Tribal Health to other organizations, negotiates and maintains partnerships.
  • Provides vision for program development by identifying trends and opportunities.
  • Directly supervises key program areas: personnel, services, fiscal and ensures adequate resources and support to effectively perform.
  • Works with Tribal Health administration to establish key themes and objectives of programming and oversees implementation.
  • Works with Tribal Health department to evaluate and monitor program effectiveness.

Clinical Oversight

  • Continuously assesses changing needs of individuals served, per regulatory guidelines, associated with outpatient programs, clinical assessments, and incorporates individualized care needs into active treatment plans and reviews.
  • Provides clinical recommendations and direction to staff to ensure program and department compliance.
  • Adheres to legal and ethical standards of practices as well as Tribal Health policies and procedures.
  • Demonstrates positive and therapeutic relationships as well as demonstrates facial expressions congruent with language.
  • Uses psychotherapeutic and substance use disorder techniques and concepts to effectively assist with treatment goals, skill building, emotional regulation, and recognizing symptom interference.
  • Completes clinical documentation in a timely manner and provides clinical information to relevant treatment and insurance providers to ensure authorization for services as appropriate.
  • Creates treatment plan recommendations that include an effective continuum of therapeutic, supportive, and other services for individual served, with a variety and complexity of needs serviced by the program.

Minimum Qualifications (As Reflected on the Tribal Employment Application):

  • Master’s degree or higher in a psychology, social work, clinical professional counseling, or other relevant mental or behavioral health field.
  • Three to Five years senior level administrative and personnel management experience in a clinical setting with at least two of which is in a mental health outpatient setting, and two of which are in a clinical supervisory capacity.
  • Minimum 7-year’s clinical experience with suicide risk assessment, hospitalization processes, and crisis planning and triage in a mental health.

Certificates, Licenses, Registrations

  • Licensure under the State Board of Licensing for scope of practice such as Licensed Clinical Professional Counselor, Licensed Clinically Social Worker, etc.
  • Must have valid Montana State driver’s license.
