Summary of Duties
As a member of the President's staff, the Vice President for Government Relations and Chief Legislative Officer provides executive level oversight and leadership in WSU strategy and communications with local, state, and federal officials and agencies. This position also engages constituents at the regional, state, and federal level to advance the University's public policy goals. Duties include planning, developing, implementing, monitoring, and assessing the University-wide strategic plan with regards to federal and state legislative affairs and needs of external stakeholders as they relate to government relations.
Essential Duties
Legislative Affairs and Public Policy
- Develop and implement strategies for passing local, state, and federal legislation for WSU and in support of WSU initiatives and goals.
- Report, monitor, and advise on WSU political activities to assure compliance.
- Provide analysis and advise WSU faculty, staff, and students on public policy.
Strategic Relationships
- Create and implement strategies to gain and promote affinity for WSU. Elevate the public profile of WSU in areas of high impact. Provide recommendations to university leadership regarding items for which WSU should advocate.
- Review public strategies for WSU. Provide guidance, feedback, and approval as needed.
- Identify additional pertinent WSU and community stakeholders who may have a vested interest in university strategic goals and help bring these individuals together.
- Support and enhance WSU's public/private partnerships and alignment with the economy.
- Keep abreast of community, regional, state, and national events and issues relative to WSU's involvement.
- Represent the University as needed both locally and nationally.
Leadership and Management
- Act as a delegated appointing authority for Government Relations.
- Collaborate with the President and senior leadership on strategic planning, decision making and execution of decisions.
- Provide oversight and leadership of government relations office and staff. Evaluate performance, act on leave request and address performance concerns as appropriate.
- Develop and initiate policies/programs to increase efficiencies, improve staff productivity and assure quality planning, design, and practices and products, keeping excellence in client relations and customer service a top priority.
- Develop and monitor unit budget.
Position Qualifications
Required Qualifications
- A Bachelor's degree in a relevant field and ten (10) years of progressively responsible experience in the functional managerial area. A Master's degree in a relevant field may be substituted for up to one (1) year of the required experience.
- Experience in developing, influencing and working for passage of legislation.
- Demonstrated knowledge of the workings of local, state and federal government.
Preferred Qualifications
- At least five years experience with the Washington State Legislature
- Experience in influencing a legislative body on a public policy question
- Experience in working with private companies, associations, and grassroots organizations.

The location for this position is flexible. The ideal candidate can work from anywhere in Washington, but frequent travel to Seattle, Olympia, and campus and extension locations will be expected as part of meetings with various constituents and stakeholders.

Monthly Salary:
$20,833.33/month - $27,083.33/month

Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range.
