The Information Technology & Innovation department’s mission is to provide reliable, innovative, and sustainable technology to support teaching, learning and collaboration. Our service areas include: Instructional Technology, including Blackboard Learn; Information Systems for managing student records, student life, campus events, recruitment of prospective students and more; Media Services – digital video and technology to support instruction and promotion of our University; Office 365 – capabilities supporting both on campus and virtual work (email, file sharing, collaboration, chats, virtual meetings etc.); Network, Server and Telecommunication services; Information Security – from our Network to the desktop and everything in between; and Technology Operations for user services, a new and improved Service Desk and support for our computer labs. Position Summary: Under the supervision of the Chief Information Office, the Data Network & Telecom Manager is responsible for the planning and delivery of University data network and telecom services. Performs and manages day to day operations to meet established service level agreements for availability and performance. Ensures we maintain a state-of-the-art design, prepares budgets, supervises university network and telecom staff, and manages the relationship and deliverables associated with vendors. Duties include:

  • Assumes primary responsibility for installation, configuration, and support of the university's data network. Prepares and makes recommendations for and manages the network budget. Works closely with security officer and network security administrator to maintain an adequate network security posture. Provides planning and support of campus voice systems.
  • Works collaboratively and constructively with university stakeholders that rely on data network and telecom services. Partners with University Facilities department to ensure interlock for network, telecom and cabling requirements for construction related projects.
  • Performs inter and intra building fiber and cabling assessments, analysis, recommendations, and documentation.
  • Supervises support staff that is responsible for network server management, network operating systems, data communications, and telecommunications; provides campus network analysis and performance monitoring using associated network management tools and plans, designs, integrates and documents network growth.
  • Performs problem diagnosis for network and telecom hardware and software and systems; resolves problems locally or relays to vendor support when appropriate.
  • Provides leadership in the technical assessment, selection, and implementation of new hardware and software technologies and systems for the University.
  • Provides support to users of the campus network with regard to access to network resources, security, and performance.
  • Monitors use of network resources and reports on trends, patterns, and recommended enhancements.
  • Maintains appropriate documentation, procedures, and databases required to maintain and report on network and telecom resources.
  • Performs other duties and responsibilities related to those enumerated above which do not alter the basic level of responsibility of the position.

Qualifications: 

  • Bachelor’s degree in computer science or a related field.
  • At least six (6) years of professional experience, ideally working in a large multi-protocol Cisco LAN/WAN environment, supporting network hardware and software. 
  • At least six (6) years of professional experience in telecommunications and network systems integration including planning, designing and implementation of large-scale networking infrastructures.
  • At least three (3) years of professional experience supervising technical staff and projects.
  • Proven experience troubleshooting network & telecommunications problems; working knowledge of network protocols including TCP/IP, SNMP, MPLS, EIGRP/OSPF/VRRP/HSRP, NAT, etc.
  • Must be innovative, service, and self-motivated, team-oriented, adaptable, and capable of managing competing priorities.
  • Must possess excellent verbal and written communication skills and demonstrate commitment to quality and continuous improvement.
  • Knowledge of LAN wiring standards, TCP/IP, routers, firewalls, NAT and other network protocols, sniffers, traffic analysis and troubleshooting, network technologies and standards, client/server concepts, remote access technologies, VoIP, security, and internet tools.
  • Demonstrated ability to communicate effectively, verbally and in writing, experience in managing team-based projects and staff.
  • Demonstrated knowledge of policy development, monitoring and analysis of data and wide area network systems.
  • A professional certification (RCDD/OSP, CCNA/CCNP, CISSP, CTNS, etc.) a plus.
  • Credentials and/or experience substantially comparable to the above may be considered.

Salary & Benefits: The hiring salary range is $106,017 - $133,787 and is commensurate upon candidates' experience. WCSU offers a comprehensive benefits package.
